CDR helped the Urban Flood Safety & Water Quality District (UFSWQD) set new strategic priorities, define community levels of service, and link those to clear performance indicators and measurable goals. CDR facilitated internal planning, adoption of strategic priorities, and then designed ongoing partner engagement to build alignment across county and local government agencies, businesses, nonprofit organizations, and communities.

UFSWQD is a special district serving Portland, OR, and surrounding Multnomah County.
