CDR supported the City of Thornton in developing a stewardship plan for approximately 18,000 acres of land tied to its water supply portfolio. The plan guides land and water management decisions in areas outside the city, aligning local community values and needs with the city’s operational priorities and water decree requirements. CDR facilitated project teams, steering committees, working groups, and community engagement to ensure broad stakeholder input. This work supports integrated decision-making that balances water reliability, land stewardship, and long-term community priorities.
